The local paper, the Surprise Independent, calls Flora Statler the founder of Surprise.¹⁶ It says she died at 63, received full credit for founding the city only decades later, and is also credited with starting El Mirage and Yarnell.¹⁶ The same 2022 column recalls that when Sun City Grand opened for buyers, its developers expected about 20,000 people to live there within a decade, double Surprise's population of nearly 15,000 at the time.¹⁶
